The implication appears to be that the difference between sinner demons and "winner" angels is minuscule at best beyond their location. And a good chunk of the reason Hell is so violent is undoubtedly because violence is without any lasting repercussions (some of you may even be familiar with my interpretation that cannibals are the annoying preachy vegans of Hell).
And you know what? This honestly was my theory as to how Pentious's arc would continue in Season 2: That he would have a hard time adjusting to all of the things that are "wrong" in Heaven but were so casually done in Hell. I mean, obviously not this specifically, but I do think Emily will be constantly reminding him he can't just kill people, and most likely getting flustered by the fact that his argument that they are already dead and will recover from whatever he does to them isn't exactly wrong.

Technically what Adam used was still a holy weapon, one powerful enough to simply erase Sir Pentious. And Pentious knew it. That's why he ended up in heaven - he sacrificed his afterlife for his friends. That's as noble as it gets, and apparently was enough to turn sinner to saint.

He actually was firing them out of a holy staff if you look closely. He and Lute more or less was wiping the floor with the sinners until Lucifer finally showed up and pulled a One-Punch Man on him. And being angelic himself, holy weapons didn't have a type advantage on Lucifer (or Vaggie) in this Paradise Lost style universe. They still could do a ton of damage. (*ahem* Niffty).
