Context wise, this concept art depicts Griggs making a demonstration of how dangerous an accurate opponent can be. This being done after having overseen a firing drill by the garrison, one where most of the troopers did quite poorly. This show of accuracy inspires some of the garrison troopers but disheartens others. Afterwards, Griggs decides to proscribe extra firing drills to get the garrison into a better state of readiness, news that's received with a mixed reception. (Though that will be a future concept art we'll eventually post later on this year).

Oh, sorry, from The Rifleman show. Among 20th century American western classics known as the sharpest shooter in the west.
I do agree I like how super tidy and neat he dresses, not a wrinkle on his suit or stray hair on his fur. Gives the impression of pure professionalism and someone who takes their task seriously.

Ah, I don't know many Westerns. About the only Western movies I've seen are from the 1990's onwards.

Indeed, we ended up with a really great look for Griggs, I think his appearance matches his character well.

To the first question, the answer is kinda. Basically eventually Griggs ends up arresting them, and there's kinda a back and forth legal battle as to whether or not there's enough evidence to actually charge them, so Griggs ends up using an obscure ordinance to try to get them to work with him instead.
Most of this is going to be in the full text version of Nomads though, and it will be well beyond the concept art we're going to do.
As for the train related art. Unfortunately no. I like trains too, but for this setting everything's too post disaster for trains to make sense.
