Bio: Frank was born as an anthro Torchic with a dad who was an anthro Charizard and a mother who was an anthro Blaziken. Despite both warning him not to be drawn in by the allure of working for any villainous teams, he and his childhood friend Joe were both drawn into the call of Neo-Team Rocket and their mysterious Boss when they evolved. Within days of their evolutions, the two eagerly joined the team and were promptly put on a bulking regimen to make them both big enough to serve as properly huge and menacing looking grunts. Their progress was so good, however, that the Boss pre-emptively promoted them to local Admin status and sent them to handle recruitment in Kalos, where they do their jobs efficiently. Frank is the more silent of the two: he doesn’t like to say much, nor does he get overly emotional like Joe does. But rest assured, if he kicks you into unconsciousness, he will enjoy it.

Also, he and Joe are absolutely not Flannery and Fantina after the results of Neo-Team Rocket’s test runs of transformative products disguised as regular products. Those are unfounded rumors. Totally.
