Bio: Joe was born an anthro Pancham, the son of a local dojo operator. Unlike his childhood friend Frank, Joe was not warned anything about Neo-Team Rocket, and was therefore drawn into the call of Neo-Team Rocket and their mysterious Boss when he evolved. Within days of his and Joe’s evolutions, the two applied and eagerly joined the team, before promptly being put on a bulking regimen to make them both big enough to serve as properly huge and menacing looking grunts. Their progress was so good, however, that the Boss pre-emptively promoted them to local Admin status and sent them to handle recruitment in Kalos, where they do their jobs efficiently. Joe is the more boisterous, loud, hammy member of the duo, and always charges into fights. Fights that he absolutely wins most of the time thanks to Joe backing him up if he’s fighting more than one opponent and for the fact that he’s got killer Defense and Special Defense stats, being only weighed down by his low HP pool.

Also, he and Frank are absolutely not Fantina and Flannery after the results of Neo-Team Rocket’s test runs of transformative products disguised as regular products. Those are unfounded rumors. Totally.
