It confuses Raki. Presumably the prisoners pop in because they built time machines and were caught hanging around sensitive junctures. But then they look at him and ask "where am I?"

Every single one. Where. Is it a way of playing innocent?

Oh well. It isn't his job to figure it out.

I realize I probably can't put Raki in a scene without having some sort of SPF uniform designed. We're going to see a uniform for a different sort of state employee before the end of the year, but the SPF duds are likely snazzier.
