And here we have the infamous "Clockwork Cossack," the "Czar of the Clankers," the guy who makes Ivan the Terrible look like "Ivan the Vanilla," the tyrant who put the "Rus" in 'rusty," the Rub in the "Rubba-dub-dub-rub," it's Kublah Krausse, the bad-guy from the classic Rankin/Bass cartoon "Jack Frost," who ruled over the town of January Junction with a [litteral] iron fist. (I'm guessing that it's a mechanical prostetic, and not just a worn gauntlet). Possibly the first true "steampunk" villian to ever appear in a children's Christmas cartoon. Last seen being blown off to who knows where by Old Man Winter, where no doubt, he's probably terrorizing some other poor village with a new mechanical army in some far away land.

Too bad he only appeared once. It's a shame to let a good villan go to waste.
