Think of it like a logic computer; it doesnt plan ahead or react or think or hold grudges
Its cogs touch each universe and the action of them advancing is what makes time progress in that.
Instead of reacting like a creature or a person to troublemakers in a universe- that trouble would instead cause a cog to slip, skip, or jam
At that point, the Sentinels or (caretakers) must find the source of the problem and remove it somehow. Failure to do so could result in time loops, spacial smearing or tearing, or even a total shattering. Its everywhere; in that everything in linear space-time must tick along with it (in this setting at least) via Aetropa (entropy, get it~? ;P)
Some are geared differently, so time may move slower or faster inside them. Others may have special spacial rules, or basic laws. Every single one is wholly unique in how energy / time / space function. A universe that isnt connected to a cog is essentially frozen and unchanging until reconnected.
You might imagine that each planet is on one of these invisible cogs, and each star, and each etc. Essentially anything that exists linearly ticks by the gears of this single omnipresent time computer. C:
