Let's examine that claim, shall we?
1. The General has a project, I wonder what that's about?
2. We found out Beverly is the General's clone.
3. Curious how there was a digistruct blocker activated at the compound but Sai was able to use her device. Huh.
4. Who was the Corporate who supplied Wallace with the cloaking technology?
5. Wallace not only worked for the mysterious council, but seemed to be about to invite her to join it. What will be the repercussions from that I wonder?
6. Bunny isn't perfect and made a few mistakes in this chapter. She's made mistakes in the past. What were they?
7. We're seeing the beginnings of Bunny throwing off Martha's influence.
8. We see more of Penelope's motherly concern for Bunny.
9. More of Catherine, Beverly, and the General, setting up stuff that comes later.
10. More world building: Corporate Wars and Corporate Treaty. Politics. Factions. Is the General a pawn or a major player?

Show don't tell, also I don't get the whole introducing characters that are already dead when most of them have no effect on the plot.
I'm starting to think you have some sort of death fetish, and with the rabbit being completely untouchable you can get your fix every chapter.
Also all those points bring up an interesting issue, is it all just to introduce yet another one-off villain who gets instantly killed with little to no effort cause that seems to be where things go.
The rabbit also has plot armor bigger than her ass and there's no real suspense whenever she gets captured or whatever cause she instantly springs back.
Hopefully SOMETHING will happen that breaks the typical loop of rabbit in fake feeling danger caused by some c-list bad guy and then she kills em unceremoniously.
I'm not sure how you did it but you somehow managed to make the main plot feel like filler, I'm honestly impressed.
