Offhand, I'd say it looks like an airbender sigil... but then, I don't know what Nayru's wind looks like, so it could be either.

Actually, it's an ancient Celtic symbol known as a triskelon, or triskele. To the best of my knowledge, there is no firm information on its original meaning, but there are plenty of modern interpretations.
