Hey! Well I do most of my animation hand-drawn, frame by frame. I use Plastic Animation Paper ( http://www.plasticanimationpaper.dk ) which is a free program, for my rough animation. For cleanup and color I usually use Toon Boom. You could also look into FlipBook, which is cheap (free to try I believe), and if I remember correctly it's easier to learn than PAP.
I do, but they are in need of raising (currently spending too much time for too little money, and there's been a surplus of demand)
