Runners not picking up repo due to the starting `@`

I'm using custom runner with act. My Github actions fail straightway because the repo's name starts with @ in @2iq/aws-ecr-create-repository@v1

Brakes without a custom runner.
Tried to escape by single, double quotes or even by strategy matrix but it throws:
the 'uses' attribute must be a path, a Docker image, or owner/repo@ref

When I have tried to trim the @ it results in:
Error: Unable to resolve action 2iq/aws-ecr-create-repository@v1, unable to find version v1

To summarize:

1. @2iq/aws-ecr-create-repository@v1 throws syntax error without even starting job
2. 2iq/aws-ecr-create-repository@v1 runs the job but won't find version
