* Changed selected rules to 'ALL' and made other adjustments to `pyproject.toml` to configure, * Make code adjustments to accomidate rule changes, * Explicitly provide search paths to `pytest` for finding test fixtures.
Until the documentation is availble on GitHub pages want to provide users instructions to view the docs locally. Added to the `README.md` file for ease.

Added Insight Net funding acknowledgement statement to both the `README.md` file and the sphinx documentation site.
