docs compile issues (trouble shoot?)

   1. add command apt install doxygen into readme.rst
   2. rename doxygen.conf.in as doxygen.conf
   3. rename conf.py.in as conf.py
   4. delete this whole folder pls

agree that the whole docs folder should be removed. It looks outdated. Probably nobody had a look at 'doc' either for a long time. Assigning this to Fei for investigation and discussion tomorrow.

Actually in the cmake file there's this:
