1. run npm install -g npm-check-updates
2. run npx npm-check-updates --packageFile eng/emitter-package.json
3. run npm install -g @azure-tools/typespec-client-generator-cli
4. run tsp-client generate-lock-file
5. commit changes about emitter-package.json and emitter-package-lock.json
