Compiling-on-Windows seems outdated

Hi,

https://github.com/OpenSC/OpenSC/wiki/Compiling-on-Windows

suggests a command to compile the dependency OpenPACE.

However that command seems to be quite outdated and leads to errors when a somewhat current openssl version is used.

This issue described the problem: frankmorgner/openpace#34

The final suggested cl command from that issue seems to still work, I compiled with openssl version 3.6.0.

The lib command from the wiki still seems to work.

The command to build zlib also doesn't work anymore. I used cmake-gui instead.

The paragraph regarding CPDK is also outdated, the "new" path is used by default. (Even though I didn't even have CPDK installed when I ran ./configure it still tried to build the minidriver even though configure output said minidriver support: no)

Yes this needs to be updated. Feel free to draft a pull request based on the working (!) scripts in CI:
