Parametrize docker installation for different KGSes #129
Description
The current Dockerfile hardcodes e.g. Solidity compiler to v0.4.17. Having some flexibility to specify different KGSes (Known Good Sets) of solc + populus etc. would be super useful for users of the ico toolchain.
