Implement optimal sampling scheme #276
Description
Add support for the optimal sampling scheme outlined in this paper.
For bandlimit L, this scheme requires the optimal number of L^2 samples (matching the dimensionality of the bandlimited signal in harmonic space). While a sampling theorem is not recovered, very accurate spherical harmonic transforms can nevertheless be performed (as illustrated in the numerical experiments performed in the paper).
