Move missing contracts from boba_legacy to this repo

There are a number of contracts which are still deployed and important, but that only exist in the https://github.com/bobanetwork/boba_legacy repo.

These include the LayerZero L1 bridging contracts for Boba, as well as other contracts in packages/boba/contracts.
