[nav-agent] navigation-impossible event

Currently when using 
```js
agentEl.setAttribute("nav-agent", {
  active: true,
  destination: someVec3,
});
```
and it can't find a path to destination, we just get a warning. It would be great if we had a specific event for that, maybe navigation-impossible would be a good name?
