Add Monitoring to W-ASAP Server

Before we go to Production, as this is a Memory High Application, I'd feel more comfortable having some monitoring to more accurately allocated resources.

As a low priority, I'd set up Grafana and Prometheus, accessible only on the local host, for basic machine monitoring. 

This should be rather quick. I recently did it.
