Describe the Bug

Documentation says it can be set once at top level and inherited by envs. https://developers.cloudflare.com/workers/wrangler/configuration/#inheritable-keys

But this is not true. Need to set it individually in each env.

Please provide any relevant error logs

I've just tested this and it appears to be correctly inheriting. Could you provide a reproduction of the inheritance not working?
