  This upgrade adds basic support for the Polygon network. The intent is to include the code to connect to Polygon, but not actually run it at this point. We will also update the CLI to take variadic arguments and expose those to the runtime to make it easier to set features such as the Matic JSON-RPC url without requiring a fresh binary.
