Difference between this and `^` npm syntax?

Something I have been wondering is, what is the core difference between using this vs the ^ npm version syntax? Are there any core use cases where it's desired to go one or the other route?

This action do not understand ^ and no not validate scenario where in dependency you have "^2 so it knows 3.0 should not be bumped.
