Timeline: Hide actions user's power level does not allow

Steps to reproduce

1. Go to a room where the user is not allowed to post (like a classic Company Annoucement room
2. Open the menu action on a message

Outcome

What did you expect?

• No actions for "Reply", "Reply in thread" and "Edit" in the menu
• Reactions must be hidden if they are not allowed too

What happened instead?

• "Reply" and "Reply in thread" actions are offered but nothing happened if the user taps on them.
