Create a good deployment story for operationalizing Test Plans

Currently, nethax test plans can be run by administrators on local machines and it can be run as a Kubernetes job with some work.

There should be a standardized Job template that exemplifies how to run nethax-runner in production, with the resources necessary to support it (e.g. service accounts, etc).
