Add ServerVersionOneSeven constant for version 17
Update PossibleValuesForServerVersion to include version 17
Add version 17 to parseServerVersion mapping
Update documentation to reflect version 17 support
Add test coverage for PostgreSQL version 17
Update change log with enhancement entry
