These will get used in the UI for reviewing a building but they can be implemented before the UX sketches are finalized.

I'm unassigning myself from this because more complete login and account creation features are higher priority for now.

These API's have been implemented as part of work on #200. There is also nothing worth testing in isolation here because this issue is asking for API's that aren't visible to the end user. When a tester reviews #200, it'll be testing API's from #47.
