Trackmate Racing's RC Lap Counter

I am not an expert in hardware development and low level programming. I figured the Lap Counter couldn't be too hard to figure out, and it looks like I was right.

If you're interested in making your own software to run the Lap Counter, or you know more than I do, I have a page on how I think it works. I'd love feedback. As you can see I have a lot of questions.
