Trigger Hub rebuild for dependent repo changes (seeds and rulesets)

In Konveyor installation, Hub encapsulates also other repositories data, primary seeds and rulesets, once those are updated, Hub image should be rebuilt to deliver consistent content (for main as well as release branches).
