[CI] Flang temporarily disabled on llvm/mlir changes

Flang is unstable/takes a while to build, so it has been disabled from being built after changes to some dependent projects, particularly MLIR on Windows and clang on Linux. For Linux at some point we will probably drop the dependency anyways given the dependency on the clang driver should be going away at some point eventually, but for now it wouldn't be bad to test.
