Draft: Setup PR for YouTube Metadata Fix (ISO 8601 + Timezone Normalization)

This is an initial setup PR created to verify the contribution workflow before beginning work on Issue #1343.

Purpose of this draft PR:

• Confirm fork + branch + push setup works correctly
• Trigger CI pipelines to ensure local environment is aligned
• Sign the Contributor License Agreement (CLA)
• Prepare the repository for upcoming changes

The real implementation will follow in subsequent commits:

• Full ISO 8601 datetime extraction for YouTube metadata
• Timezone normalization (UTC conversion)
• Caching layer, retry logic, logging
• Additional metadata improvements

This PR will remain in draft mode until feature commits are added.
