Our workspace rule which enforces usage of the use-client directive is private (used internally) only

https://github.com/microsoft/fluentui/blob/master/tools/eslint-rules/rules/enforce-use-client.ts.

Having enforce-use-client distributed via our v9 plugin to public would help extensions follow best practices.
