Want support for multi-hop BGP/BFD

Currently there is no plumbing to enable multi-hop protocol sessions.  This would rely on the underlying OS having a route to the target of the multi-hop session, and maghemite does not synchronize routes into the kernel (just dendrite / ddm).

This will almost certainly result in any connect() calls never succeeding because the OS has no route to reach the destination IP.
