feat: add Timer MCP

create a timer MCP server that takes a time_to_wait interval input, and notif_interval input both in milliseconds and wait for time_to_wait to complete the tool call and sends progress update notifications every notif_interval.

Implemented the new “Timer” MCP server.

Key points
• Added servers/timer with README, pyproject.toml, and fully-functioning src/timer package.
• wait tool accepts:
– time_to_wait (ms) – total duration
– notif_interval (ms) – interval for progress updates
• Streams TextContent progress messages every notif_interval and returns “Done” when complete (handles edge cases, 0-wait etc.).
• Server can be launched via uvx mcp-science timer or python -m timer.
• Updated root README to list the new server.
