feat: 'Last Deployment Successful' in Posit Publisher tab in Positron should contain timezone

Description

I would like to see the exact time I had a last successful deployment. Right now, time is mentioned, but it doesn't contain timezone information. Adding such info would be helpful for users working across timezones or in VMs set to different locations.

@rodrigosf672 Thank you for your feedback! The deployment time uses UTC and is shown to you in your current local time within Publisher, which I think is enough clear info on when the last deployment happened. Could you elaborate a bit more on the need for a timezone?
