Forever loops in "run without refresh" custom procedures cause performance issues

Expected Behavior

Should not make editor mostly unusable when putting a motion block in a forever loop that is in a run without refresh block.

Actual Behavior

Lags up editor to make pressing buttons including the stop button slow to respond.

Steps to Reproduce

Make sure block is runs without refresh.

Press the flag and try to click around the editor.

Confirmed. It seems to be only an issue with having a forever loop inside the custom procedure without screen refresh. I put other blocks in the loop and it still slowed it down. I even did it with no blocks inside and it caused trouble. The only thing that didn't cause trouble was a wait block, which is unsurprising.
