It is painful to move a stack of block from one side to another in the editor page

Expected Behavior

In Scratch 2, you can scroll your mouse while draging blocks to move blocks across the editor page.
You can also hover your mouse on the edge to scroll the editor page.

Actual Behavior

In Scratch 3, scrolling the mouse while draging a block will release the block immediately.
To move a block from one side to another, it will be a painful progress.

This would be great! You can already do this in the paint editor and I love it! It is very hard to move a block from one area of the code editor to another. That's one of the many reasons I use griffpatch's Scratch Dev Tools is because it allows you to copy and paszte blocks.

this issue is already being tracked in scratchfoundation/scratch-blocks#1854 - maybe priority labels should be moved there?
