Review supported Ansible versions

{Team} provides Ansible for {ProjectServer} and {SmartProxyServers}.

To my understanding, this is not correct for 3.16+. I checked nightly too: https://yum.theforeman.org/plugins/latest/el9/x86_64/ansible-core-2.16.14-3.el9.noarch.rpm & https://github.com/theforeman/foreman-packaging/blob/rpm/develop/packages/plugins/ansible-core/ansible-core.spec
