Provide version v1 for regression labels action

NB: There is no option to open issues in the fork repo, so I'm opening here instead 🙏

We would like to be able to point to the major version of the regression labels dependency alrocar/get-labels-action in our custom CI workflow, but it's not possible at the moment because there is not tag v1 nor a branch with the same name (as seen in this issue).

By doing so, the dependent workflows would be able to use minor updates automatically, with less manual intervention.

I fear the upstream get-labels-action action was unmaintained and we just did a fork to be able to fix some issue. It won't have further releases and we'll look for a replacement 🙏
