Windows Unicode Fail?

Implementing yasl testing for Windows and found that the following test script is failing to display correctly:

Note that the text in the groups shows as [パン:0] but should be [パン:0]

Extending on this issue, inputting UTF-8 into the yasl.exe REPL seems to be a related but different underlying cause. But the first issue described in this thread will be resolved by #463

Any idea on what to do for the yasl.exe REPL?
