[Term Entry] Python - NumPy Linear-algebra: .pinv()

We would like a new term entry on the .pinv() under Linear algebra in NumPy. The entry should go in a new file under docs/content/numpy/concepts/linear-algebra/terms/pinv/pinv.md.

The entry should include:
