Versions bumped and tagged in repo, Pypi blissfully unaware. #1169

It'd be nice to get a bumped revision on Pypi, as 0.10.1 is what is currently visible and there's a cornucopia of really important things in 0.10.2 that'd be nice to see released. (And I'm seeing a 0.10.3 tag… so pypi is two versions behind?)

As a note, the 0.10.2 and 0.10.3 tagged versions both actually advertise and install as if they were 0.10.1. This would likely be incorrect, if not misleading behaviour.
