Goal:

• Fix issues found in WSC L2 beta testnet & prepare for mainnet launch

Updates:

1. Launched a devnet with v1.8.0 contracts using simple-devnet as L1 and explorer here
2. Sorted out file list for auditing and updated forkdiff pages
3. Fixed a few comments for re-apply all contract/op-deployer changes on top of v1.8.0 optimism#35
4. use offsetToUpgradeTime for L2BlobTime optimism#39

TODO:

1. Merge optimism and op-geth to latest version and test compatibility with devnet
2. Research about bytedb service of blockscout so that when we clear explorer, the verification data is not lost.
