Problem

Vue CLI v4 has known security issues. For example:

• Bump json5, sass-loader, @vue/cli-plugin-babel, @vue/cli-service, @vue/cli-plugin-eslint, @vue/cli-plugin-unit-jest, tsconfig-paths and webpack #437
• Bump json5, @vue/cli-plugin-babel, @vue/cli-plugin-e2e-nightwatch, @vue/cli-plugin-eslint, @vue/cli-plugin-unit-jest, @vue/cli-service and @vue/eslint-config-standard #438

However, it is a breaking migration requiring updates/mitigations.
