Testing latest 0.7 release candidate: 0.7.0-preview-27031-8.

The description for "changeHistoryLength" is "The change history length". We should provide a more informative description that will help the user understand what value to provide.

Side question: are there good defaults for these types of parameters? Right now changeHistoryLength and the confidence are required for IidChangePointEstimator.
