Provide javadoc for the painless whitelist via an experimental API consumable by Kibana.

The java files needs to be licensed appropriately based on the source of the javadoc incorporated in the file, either GPLv2 with classpath or ESv2.

Current implementation thought is we'll generate a file that has the javadoc in a static lookup table.
