New PR creation wizard doesn't work with long descriptions

Describe the issue

When creating a PR, there were 2 issues that I encountered with the new PR creation wizard. Firstly the PR template didn't show up (which is a separate issue from this), and then, once I copy-pasted the PR template directly from github into the dialog, I now can't see the buttons any more and scolling doesn't work.

How to reproduce (Optional)

1. Click on Create Pull Request
2. Fill in a description that's longer than your screen is tall
3. Now you can't create a PR because the buttons are gone
