Catalog Price Rule cannot be applied to products already in the shopping cart in magento2

Description

For example, if the price of a product is $10, I add it to the shopping cart first.
Then I adjusted the Catalog Price Rule of this product in the background
Refresh the index and you can see that the catalog price rule has taken effect (if it is $8).
But the shopping cart is still $10

We have tried to reproduce the issue in Latest 2.4-develop instance and the issue is no more reproducible.Kindly refer the screenshots.
