Should documentation standards mention or leave a place holder for special documentation for reuse or reproducibility and for potential interoperability?

There are a number of cross-cutting concerns here that, content-wise, we can mitigate to a degree via hugo shortcodes (like @cpritcha did with the standards preamble)

I'm not sure if we should repeat / inline the duplicated standards or link to them instead. I think I'm inclined to repeat / inline them so each document stands on its own (inline and link to the source).
