Researchers and civil rights advocates are criticizing provincial child welfare agencies and government authorities for failing to collect the data needed to properly assess disparities in the child protection system. A recent study suggesting Black children are placed in foster care at higher rates than white children does not include Quebec, citing difficulty accessing reliable provincial data.
